    We, the undersigned, respectfully petition Congress to initiate a comprehensive investigation into the psychological operations (PsyOps) activities conducted by government agencies and their implications on public communication and national security. Recent revelations have raised concerns regarding the ethical boundaries and transparency of these operations, particularly in their influence on both domestic and foreign populations. An inquiry is essential to ensure accountability and oversight, assess the impact of PsyOps tactics on civil discourse, and evaluate compliance with legal and ethical standards. A thorough investigation will promote greater understanding of the methods employed, safeguarding democratic principles while addressing any potential misuse of psychological tactics. The push for transparency in PsyOps needs to serve as a catalyst for developing more robust frameworks that prioritize ethical integrity, full disclosure, and respect for the individual’s right to informed consent.

  • Safeguarding against false arrest and false incarceration

    We, the undersigned, call for immediate action to address the grave injustices of false arrests and false incarcerations, which undermine the very foundations of our justice system. These wrongful acts not only strip individuals of their freedom but also have lasting repercussions on their families and communities. We demand transparency in law enforcement practices, comprehensive training for officers to prevent such egregious errors, and a thorough review process for cases that may involve wrongful detentions. It is essential that we hold accountable those responsible for these violations and implement reforms to ensure that all individuals receive the due process they deserve.     We cannot allow the criminal justice system to become a tool exploited by politicians to undermine and systematically eradicate social activism and activist groups that advocate for important societal changes.

The rapid development and deployment of neurotechnologies — including brain-computer interfaces (BCIs), synthetic telepathy, and neuromodulation techniques — has outpaced the establishment of legal, ethical, and human rights frameworks. While offering transformative potential in medicine and communication, these technologies pose grave risks when used in coercive, non-consensual, or clandestine contexts, especially by intelligence and defense agencies.

This white paper proposes the Neurotechnological Rights and Protection Act (NRPA), a legislative and international treaty initiative to recognize, regulate, and enforce neural rights. It incorporates protections against involuntary psychiatric interventions, mental manipulation via hallucinogens or electromagnetic methods, and false incarceration, particularly in extrajudicial settings like black sites.
